McLeish, who is being handed £20m to strengthen his ageing promotion-winning team, has reportedly targeted the Rovers duo as priority signings after watching them consistently over the closing months of this season.
McLeish, who had a £1.5m bid for Mills rejected during the January transfer window, remains a fan of the 22 year-old central defender and feels that he has the aerial domination and the composure on the ball to make an impact in his back-four.
McLeish is also believed to rate the 27 year-old Rovers skippper, who produced a series of outstanding displays on his return to the Championship despite being dogged by a back injury.
The creative midfielder had an operation on his back in the closing weeks of the season and is currently working on his rehabilitation.
The operation, which wasn't as serious as had been feared, is thought to have been a complete success and Stock is expected to be fully fit when pre-season gets under way in July
